A BMW 520 driver in Lincoln has encountered a significant penalty and a ban on driving, after being detected watching a video on his mobile phone amidst traffic. Georgi Palimenov was seen by a member of the Road Policing Team on Dixon Street on a Saturday afternoon, using his phone while navigating his vehicle.
An officer, surveying from an inconspicuous motorbike, noticed Palimenov engrossed in his device screen, prior to stopping him on High Street. Regardless of his plea of not guilty, the 24-year-old resident of Chaucer Drive was ruled guilty at Lincoln Magistrates Court.
Consequently, Palimenov was disqualified from driving for six months and was ordered to pay a fine of £692. With the inclusion of ancillary charges and surcharges, the total penalty amounted to £1,619. This case highlights the risk of driver distractions, as use of mobile phones was associated with more than 12,000 accidents in 2022, as reported by the Royal Society for the Prevention of Accidents.
