Spalding Traders Challenge Council Over Controversial BID Decision

A legal challenge has been launched against South Holland District Council by a group of Spalding traders in Lincolnshire over the formation of a Business Improvement District (BID). The Spalding BID, that came into play in 2024 and was passed by a narrow margin, has faced pushback from local business owners. They doubt the legitimacy of the voting process as they contend some did not receive their voting papers.

Among the critics is physiotherapist Paul Parkin who is part of the opposing group, Spalding Traders Against BID. He maintains that the additional levy is a strain on the business owners who are already grappling with exorbitant costs. Even though the magistrates have upheld the levy, the traders are battling the decision, contending that the legal procedures were not properly adhered to.

The BID’s objective is to give a new lease of life to the Spalding town centre through several initiatives such as events and a digital platform to boost competition. Nonetheless, Julian Wheeler, another member of the action group, has voiced his unhappiness with the BID’s development. He states that no notable enhancements have been witnessed in the past 13 months.

While the council retains faith in the establishment procedure of the BID, the traders are appealing to the public for financial aid for their legal battle.
